The Eye of Lugia is a quest item that is rewarded after defeating Drowned Lugia during the 'Defeat Drowned' quest. To complete the next stage, it should be given to the NPC that distributed the quest.
Players who completed this quest and returned the Eye of Lugia to the quest NPC were granted the Drowned Robe.
