Shrines

A Frozen Shrine, Static Shrine, and Fiery Shrine

Shrines are used to spawn the legendary birds, Articuno, Zapdos, and Moltres. There are three types of shrines, one for each bird, and each is decorated similarly to the corresponding bird's wings. When a fully-charged Orb of the corresponding type is placed in one, the matching legendary bird will spawn at level 70. The orbs can be charged by defeating 375 Pokémon.

Locations

Each type of shrine spawns very rarely in a specific biome.

Articuno-Taiga-Orb of Frozen Souls
Zapdos-Forest-Orb of Static Souls
Moltres-Extreme Hills-Orb of Fiery Souls

Config Settings

The spawning of shrines can be disabled in the Pixelmon config file by setting "Spawn Bird Shrines" to false.
