The Old Fisherman is an NPC added in version 7.3.0 of Pixelmon. Old Fisherman appear most commonly near Rivers, but can also be found on along Beaches.
The Old Fisherman's main utility is it's ability to appraise Fishing Rods. By right clicking him with a rod, he appraises it out of the following eight rarities.

After appraisal, these rods now have the chance to fish up JUMP! [Special Textures], when fishing up their respective Pokemon. Returning to the Old Fisherman with any JUMP! texture in your party allows you to collect a Fishing Log. Fishing Log's allow you to track your total catch progress on JUMP textures.
NOTE: Any evolutions of JUMP textured Pokemon do not retain these textures.
