An orb of frozen souls is an item that can be used to spawn Articuno. To do so, the orb needs to be charged by defeating 375 Pokémon with the orb in the player's inventory and then used on a frozen shrine. The Pokémon do not have to be Ice or Water-type Pokémon. The remaining number of Pokémon to defeat can be displayed by using the orb.

Trivia
Orb of Frozen Souls used to have the following crafting recipe, which is no longer working. It was removed due to the addition of the Ice Stone, which was a much more fitting item for the recipe than the Water Stone.
