I think that Ultra Forests should get their own version of the Ilex Shrine structure, as Celebi fits the zen forest vibe of that biome.
As a nice bonus, this would also provide a way for players to accidentally discover Alien Celebi, as they might have Beast Balls on them that they collected while in Ultra Space and end up using on Celebi when they run out of other Balls. Having the Ilex Shrines be found in Ultra Space while other Legendary Shrines are not may also subtly hint at Alien Celebi's existence.
