Is it possible to add forge to a server run by a .bat file???

Fixed question. And - yes, it's possible.

@ECHO OFF
SET BINDIR=%~dp0
CD /D "%BINDIR%"
"%ProgramFiles%\Java\jre6\bin\java.exe" -Xincgc -Xmx1G -jar server_file.jar
PAUSE

You must change server_file.jar into whateveryounamedforge.jar . You need to change forge file extension from *.zip to *.jar .

#14531 Can you help me?
I tried using the PermissionsEx plugin that you have linked to this post, and I'm using BukkitForge (1.4.7-257.jar) and everything, but for some reason I have the node essentials.help set for a group, yet they don't have access to it.

Here is my permissions file.
Code: Select allgroups:
  Trainer:
    default: true
    permissions:
    - modifyworld.*
    - essentials.seen
    - essentials.list
    - essentials.help
    - essentials.helpop
    - essentials.spawn
    - essentials.mail
    - essentials.mail.read
    - essentials.mail.send
    - essentials.mail.clear
    - essentials.msg
    info:
      prefix: '&e[Trainer]'
      build: true
      suffix: ''
    options:
      message-format: '&e[Trainer] &2%player&f: %message'
  Moderator:
    default: false
    permissions:
    - -essentials.stop
    - -essentials.nuke
    - essentials.*
    - modifyworld.*
    - -logblock.hide
    - -logblock.clearlog
    - logblock.*
    inheritance:
    - Trainer
    info:
      prefix: '&e[Moderator]'
      build: true
      suffix: ''
    options:
      message-format: '&e[Moderator] &b%player&f: %message'

    permissions:

I've run it through a YAML parser and everything came out clean.

I can't see anything wrong with it. You might try PermissionsBukkit. I'm using it, has a similar structure, and it works fine.
