Pixelmon Mod

I started a Pixelmon server to play with my friends. When we played, we noticed there were nearly no pokemon. I changed the configs and everything, but there wasn't spawn rates anywhere. The only spawn rates were for legendaries and shinies, but not overall. The only thing related to spawn rates we found was spawn frequency, which didn't change anything even after I set it to 3000 from 60.
