Spawning Pokemon in water (Am I doing it wrong?) [4.2.7]

So I'm making a pokemon RPG, and trying to spawn some magikarp in a body of water. I place the spawner in the water and set it up as normal (Making sure the spawn is set to water) but nothing happens, as soon as I switch to land or air the pokemon only spawn above a solid block.
So my question is how does spawning work for water pokemon?
