Do you know what exactly you'll outspeed/avoid a KO with the specific EVs on Porygon-Z/Dragonite? If you don't, it would be better to just go 252/252/4. If you do know, and you also know your Pokémon's IVs, then go ahead and keep the EVs as they are.
