If I may suggest a Plugin, I'd suggest Grief Prevention. To be able to build and to know you're protected, is a requirement for me.

We use Towny - allows you to protect your land.
Lockette - lock chests so people cannot steal from them
LogBlock/Other - so any griefing done outside of town land can always result in bans.

Any building outside of a town is likely to be griefed at some point in the next weeks, to stop building outside of towns is dumb and wont happen, but we can still catch them. Yet again, its the builders fault most times for not protecting their land.

A town costs 4diamonds-worth of cash to start up.
