Not the worst but the mouth is... not the best and it needs to be smoother. Try a different system.

I think it's looks ok, but it's a really good try. Fix the body and wings a little. Also, fix the mouth a little, and adjust the "V"

I think that you maybe should try again, it doesn't quite looks that much like Victini. I'm sure if you use better/more references whilst making the model you'll be able to improve the model greatly.

Can you take more pictures of angles of it? I can't tell much from the front angle you have given us.
