This maybe just me, so please correct me if I'm wrong.
But the way that i have seen Suicune's mane in-game and in fan-art has been a little different than this. Again correct me if I'm wrong. But in-game the mane to me resembles that of waves of water, being slim in nature and undulating on no accord to wind or atmospheric tampering. The mane in this model, to me, resembles that of a column of smoke or a passing cloud. In my mind the smoke effect would be reserved for Entei and the cloud for Raikou.
