Thanks for the report, and sorry for the super late reply. Seems like nobody else checked, either.
I am unable to confirm these issues on 7.0.8 with a minimum distance of 1, maximum distance of 10 and despawn radius of 1. With boosted spawn frequency and max spawns, I see lots of very close spawns in a small radius around the player, and they despawn very quickly as well.
Please make sure that you are editing the config file on the correct end (P menu or local "pixelmon.hocon" for singleplayer, server folder "pixelmon.hocon" for servers), and that you restart the game/server after making your changes. If that fails, check "logs/latest.log". Chances are that there's something wrong there, causing the mod to fall back to safe defaults. If so, you should have a large Pixelmon error during startup.

EDIT: For MrBlizzard's issue: Does it also do this when actually breeding Pokémon? If so, please put up a new ticket for that issue. Commands may bypass those settings, as you are directly calling those functions via the specs.
