Thanks for the report, and sorry for the super late reply. Is this still happening in 7.0.8? I'm unable to confirm it in singleplayer, so far.

I was able to reproduce that when setting the weights and rarity of towncenter/townmart, center 1, center2 and center 3 to 0

Maybe the weight of 0 caused it, still the weight should not get into acc if the rarity is 0.
