Tower bell bug, possible way to replicate fix completed

Ticket description:
I jumped on the test server we have that is a complete replicate of our actual one, me and another head mod placed down a a bunch of tidal bells to test this and then afterwards placed down a bunch of clear ones, they need to be setup exactly like the way they are in the video.

The outer bell will always ring but the inner one won't unless the outer one is ringing, basically the inner bell won't ring on it's own, you will see what i mean in the video.

The setup is rather simple and it's something alot of players do on the server i'm on, this way was tested with both types one after another but we haven't tested with both types of bells down at the same time.

the clear bell video has signs on it where the other head mod put them on to predict what ones will ring after seeing the tidal bells ringing
