[7.0.6] Gyms stop generating fix completed

Ticket description:
Actual behaiviour: Gyms stop generating after 14 gyms.
Expected behaiviour: Gyms don't stop generating after 14 gyms.
World type: Superflat
Reproduction tests: 4 (+1, the initial playing world)
Reproduction steps:
0. Make a clean install (With Journeymap, so that you can easier check, whether or not you've missed generated gyms via the auto-mapping feature->all)
1. Create a flat world
2. Search for 14 villages with gyms
2.5 Check, if you've found all with Journeymap's auto-mapping -> All
3. Afterwards search for more villages, those will probably have no gyms.
Comments:
After this first occured, I tested one time only with Pixelmon+Optifine installed, then on a completely clean mc install only with Pixelmon, and after that on another clean install 2 times with Journeymap installed, to get more exact results. The first three times I found ~12 badges (Without checking for missed gyms).
On the two mapped tests I also switch my route. First test was more or less in a square, second one straight into the south of the map.
