Destiny Bond not working correctly fix completed

Ticket description:
Destiny bond works no matter what, but it shouldn't work if you use it again a turn after you used it. So you can just spam it.

To add onto this, Destiny Bond was changed in Generation 7 to mimic the mechanics of Protect, Detect, Endure, Baneful Bunker, King's Shield, and Spiky Shield. "Its chance of failing rises if it is used in succession" according to Serebii, and based on Showdown, it goes from 100% to 50% succession to 25% etc.
