[7.0.5]Legendaries spawn too often in server duplicate

Ticket description:
As the title suggests, the legendaries spawn too often in my server.
Even the LegendaryChance in config is just 0.02, every time the legendaryTicks is up and the server tries to spawn an legendary, it almost succeeds. I don't think the 0.02 chance is so powerful that makes every spawn successful. I guess the chance approaches to 100%...
I've tried to set the config about legendary spawning, including legendaryTicks, legendaryChance and even playerMultiplierTicks, but it sames not work.
Many server owners I recognize told me that their server are faced with the same situations, so they had to increase the legendaryTicks. However, it will cause a problem that players will miss many legendaries which only spawn in exacting time like dawn and dusk.

Thanks for the report. This is a known issue that's being looked into, but for now you should be able to use this community plugin as a workaround.

As I believe this to be related to the issue in this ticket, I'm going to close this one as a dupe. Keep an eye on the other ticket for the issue status!
