I'm trying to get it so that certain groups can do /endbattle on other players, yet it seems only ops can do this. Is there another permission node to give to the groups, or is it simply not possible currently?

I may be late to this party, but PikaCity offers all the things you are asking for, with the only exception being that they use protection stones over golden shovel.
