So I'm assuming the multiple modpacks that DO include Pixelmon on Tekkit just get special treatment?

I want the same thing.
Having one world mcpc and the other strictly bukkit would disable pixelmon entirely, but you'd still have an empty gui on the side.
Dunno if there's even a way to do that without having two servers.
